Semper Avanti (Always Forward)
Jim Harper is a seasoned entrepreneur and industry innovator with over 35 years of experience in plumbing, mechanical systems, and trenchless rehabilitation technologies. As the founder and CEO of Plumbing Systems Inc. (PSI) and co-founder of IPP – International Pipelining Products, Jim has built two powerhouse organizations that have reshaped service delivery and equipment standards across the Rocky Mountain region and the global pipelining industry.
Jim's Story
Jim’s journey began in the suburbs of Boston, where he worked alongside his father in the family roofing business. This early exposure to the trades sparked a lifelong passion for craftsmanship and problem-solving. He formalized his training at Tri-County Regional Vocational Technical High School, where he studied plumbing through a dual-track program that combined classroom instruction with on-the-job experience. After graduating in the late 1980s, Jim spent several years working in the Boston area before relocating to Colorado in 1991. He quickly immersed himself in the custom home market in Boulder and later in the Vail Valley, where he co-founded Peak One Plumbing. In 2000, Jim launched Plumbing Systems Inc., initially focused on new construction. Under his leadership, PSI grew rapidly, becoming one of the largest plumbing contractors in the rocky mountain region.

In 2003, Jim pivoted PSI toward service work, identifying drain cleaning as a strategic growth opportunity. By 2008, PSI had invested in its first commercial jetting rig, and the drain division soon became the company’s largest and most profitable arm. Jim led PSI into trenchless rehabilitation, adopting pipe bursting, point patch repair, and eventually relining technologies. Despite early challenges with imported equipment, Jim remained committed to innovation and continuous improvement.
In 2019, Jim co-founded IPP – International Pipelining Products with Joerg Kruse to address a critical gap in the pipelining equipment market. Their mission: to provide contractors with smarter, more efficient tools that eliminate the need for costly reinstatement systems. IPP has since become a global leader in the introduction of Spray-In-Place Pipe (SIPP) technology to the international stage IPP Solutions is quickly becoming the industry leader for SIPP technology on the world stage, with an ever-expanding line of cutting-edge resins.
IPP’s Technological Edge and Global Momentum
-
SIPP Market Growth: The global Spray-In-Place Pipe (SIPP) market is projected to grow from $1.5 billion in 2023 to $2.8 billion by 2032, driven by aging infrastructure and demand for trenchless rehabilitation.
-
Advanced Resin Innovation: IPP is part of a wave of innovation in liner materials—epoxy, polyurethane, and polyurea—designed to enhance durability, chemical resistance, and application versatility.
-
Environmental Impact: SIPP solutions are gaining traction due to their low environmental footprint, minimizing excavation and disruption while meeting stringent water quality and safety regulations.
-
Global Infrastructure Push: IPP’s expansion aligns with international infrastructure modernization efforts, especially in regions like Asia-Pacific, Europe, and the Middle East, where governments are investing heavily in water and wastewater systems.
-
Industrial Adoption: Beyond municipal applications, IPP’s technology is being embraced by oil & gas and industrial sectors for its corrosion resistance and ability to extend pipeline lifespan without full replacement.
As of 2025, IPP boasts a network of over 150 installers and distributors worldwide, with active operations in Canada, Australia, Saudi Arabia, Israel, France, and England. The company’s rapid expansion reflects growing demand for trenchless solutions that are cost-effective, scalable, and contractor-friendly. IPP continues to lead the charge in modernizing infrastructure rehabilitation, offering training, support, and cutting-edge equipment to partners across five continents.
In 2024, recognizing the opportunity to scale PSI’s impact and expand its reach, Jim and the management team led the successful merger of Plumbing Systems Inc. with a private equity group. This strategic move positioned PSI for accelerated growth, expanded service offerings, and deeper investment in advanced technologies—while preserving the company’s core values and commitment to excellence.
Today, Jim is a hands-on leader who combines deep technical expertise with strategic vision. He is passionate about empowering contractors, advancing the industry, and building systems that work—for businesses, for communities, and for the future
